Abstract: This report examines the antecedents of offshoring service sector activities and then synthesizes the voluminous writings in recent years about the business practice. The reemployment and earnings experiences of displaced workers are analyzed, focusing specifically on evidence of a rise in job insecurity among white-collar workers in service sector industries. It discusses existing and proposed federal legislation intended to ameliorate the impact of offshore outsourcing on U.S. workers.
