Abstract: In the 108th Congress, two measures have been passed and several bills introduced to provide assistance to the airline industry and to help promote travel and tourism. Some analysts believe that travel-related industries will recover from the events surrounding the September 11, 2002, terrorist attacks and the 1991 Gulf War. Others believe that the combination of factors have been very damaging to the industry for the long term.
