Abstract: The U.S. Department of Agriculture (USDA) requests $97 billion in budget authority for FY2009, including $76 billion in mandatory funds for food stamps, child nutrition, and farm subsidies. Discretionary budget authority would increase to $21 billion in the proposal, up 1.6% from FY2008. Food safety and animal health protection programs would increase, while several conservation, research, and rural development programs would be reduced or eliminated.
