In the past year, the Egyptian government imprisoned the 2005 presidential election runner-up, Ayman Nour, on fraud charges and arrested non-violent protestors, judges, and journalists. In response, the Administration and Congress halted plans to negotiate a U.S.-Egyptian Free Trade Agreement (FTA). There also were several proposals in Congress to reduce aid to Egypt.
