Proposed discretionary budget authority would fall 10% from FY2006 levels to $19.7 billion ($21.5 billion outlays). Mandatory outlays would remain nearly steady at $71 billion, and be affected by program changes in farm commodity subsidies and food stamps. Some foreign food assistance funds could be used to make purchases in foreign markets.
