Number: RS22021 Title: House Rules Changes Affecting the Congressional Budget Process in the 109th Congress (H.Res. 5) Authors: Bill Heniff, Jr., Government and Finance Division Abstract: On the opening day of the 109th Congress, the House made several rules changes affecting the congressional budget process. The House amended its standing rules regarding the composition of the Budget Committee to provide for the inclusion of a Member designated by each partys elected leadership, instead of a Member from each partys leadership. The House also agreed to several separate orders that address the applicability of certain points of order under the Congressional Budget Act of 1974, and deem the FY2005 budget resolution adopted by the House in the 108th Congress to have been agreed to by the 109th Congress for budget enforcement purposes.
