Huckabee, Government and Finance Division Abstract: This report uses the incomplete figures released to staff at the September briefings to assess the potential impact on states claims to Representatives if these figures were to be used to apportion seats in the House instead of the official apportionment figures released by the Census Bureau on December 28, 2000. Although no seats would shift among states based on these numbers, the already-narrow margin between North Carolina and Utah for the last (435th) seat in the House is narrowed by a factor of 10.
