Abstract: Congress is currently considering the issue of providing extension legislation to keep surface transportation and aviation programs operating beyond October 1, 2003. As this report shows, extension legislation is not a regular feature of the surface transportation reauthorization cycle. In the last decade, however, it has become a common feature of the aviation reauthorization cycle.
