Abstract: The 108th Congress saw enactment of the PROTECT Act (sometimes known as the Amber Alert Act), P.L. 108-21. Still pending are legislative proposals concerning mandatory minimums in the areas of drug abuse, firearms, terrorism, fraud, and killing or injuring an unborn child during the course of various federal crimes committed against the childs mother.
