Abstract: This report provides an overview of efforts to lengthen the term of office for Members of the U.S. House of Representatives to four years. It discusses the perceived need to lengthen the term, arguments for and against lengthening the term, selected problems that might be solved and created if the term were changed to four years, and some types of four-year proposals that have been introduced.
