Abstract: On March 31, 2003, the Bush Administration unveiled a plan to liberalize global trade in services as part of its commitment to meet the World Trade Organizations deadline for submitting negotiating proposals for trade in services. Some 14 other countries also submitted their services offers and a number of other countries, including the European Union, are expected to submit their offers soon.
