Title: Graduate Fellowship Programs Under Title VII of the Higher Education Act (HEA): Background and Reauthorization

Abstract: Three graduate fellowship programs are currently available under the Higher Education Act (HEA) of 1965, as amended. They are the Graduate Assistance in Areas of National Need Program, the Jacob K. Javits Fellowship Program, and the Thurgood Marshall Legal Educational Opportunity Program. The HEA is being considered for reauthorization in the 110th Congress. During the 109th Congress, legislation containing some revisions to the graduate fellowship programs was proposed. This report provides an overview of the graduate programs, including the purpose, eligibility criteria, award process, and funding.
