Abstract: A victims right Amendment to the United States Constitution has been introduced in two essentially identically worded resolutions in the 108th Congress: S.J.Res. 1 and H.J.Res. 10. The Amendment is likewise identical to one which the President endorsed during the 107th Congress, but is substantially different in word if not in spirit from proposals offered as far back as the 104th Congress. Consequently, the committee hearings and reports on its antecedents help to provide context for the Amendment in its current form.
