Abstract: Each year, over one hundred commissioned military officers and Department of Defense civilians participate in diverse programs outside DOD aimed at professional education of the individual and enrichment for the services and the host agency. With U.S. forces involved in numerous military operations around the world and experiencing a high degree of personnel tempo, many have raised concerns that assignment of military officers to Defense Fellows Programs may detract from war-fighting efforts. Thus, it appears likely there will be ongoing congressional interest in and oversight of these programs.
