Colello, Domestic Social Policy Division Abstract: The purpose of the Long-Term Care Ombudsman Program (LTCOP), established under Title VII of the Older Americans Act (OAA), is to investigate and resolve complaints made by, or on behalf of, older persons who are residents of residential longterm care facilities. There are 53 state LTCOPs operating in all 50 states, the District of Columbia, Guam, and Puerto Rico.
