Abstract: As the United States braces for possible repeated incidents of international terrorism in the United States, there may be lessons to be learned from the experiences of other countries which have suffered prolonged onslaughts of terrorism. This paper looks at some cases where judgments have been made on the effectiveness of different policy measures, and raises questions relating those outcomes to the current situation.
