Abstract: On January 8, 2002, President Bush signed into law the No Child Left Behind Act of 2001, making major reforms to educational programs authorized by the Elementary and Secondary Education Act of 1965. A controversy that had shadowed the measure all year, and triggered divergent legislative responses from both houses, concerned the Boy Scouts of America, and the right of that organization to equal access with other community groups to use of federally funded public school facilities.
