Title: Farm "Counter-Cyclical Assistance"

Abstract: Congress is now examining options for reauthorizing major farm programs that expire in 2002. Many agricultural interests are urging that a new "counter-cyclical assistance" program be an integral component of future farm policy. Although various counter-cyclical proposals differ in detail, they all share a common objective: to provide more government support when farm prices and/or incomes decline, and less support when they improve.
