Abstract: Low farm prices and declining farm income were the focus of most legislative activity on agriculture in the 106th Congress. Other issues on the congressional agenda included dairy policy, agricultural trade, industry concentration, biotechnology, and reform of animal and plant health inspection statutes. How to shore up farm prices and protect farm income while maintaining fiscal control over federal agriculture spending was a challenge in the second session. This report summarizes major issues in the second session of the 106th Congress and references related CRS reports.
