Abstract: User fees have played an increasingly important role in budget policymaking the last several years. These fees are charged to the direct beneficiaries of goods or services provided by the federal government. A user fee may be classified as a governmental receipt or an offsetting collection, depending on whether the fee is based on the sovereign powers of the government or on business-like activities.
