Morgan, American Law Division Abstract: The Multidistrict Jurisdiction Act of 1999, H.R. 2112, 106th Congress, as passed by the Senate, with an amendment in the nature of a substitute, would overturn a Supreme Court ruling by amending 28 U.S.C. Section 1407. The present plain meaning of the statute requires a federal district court that has been deciding pretrial matters in cases consolidated from various district courts to transfer the cases back to those courts for trial.
