Abstract: The Taxpayer Relief Act of 1997 created what is now termed the 2nd Round, or Round II, of the Empowerment Zone/Enterprise Communities (EZ/EC) program by authorizing the designation of additional EZs. At the end of the post-election session, the 106th Congress passed legislation which included authorization for nine additional EZs (seven urban and two rural). This report provides an overview of the EX/EC program-including funding issues-as well as a summary of EZ-related provisions of P.L. 106-554.
