S. 1948 was enacted as the final appendix to P.L. 106-113 (1999). The problem that this bill is intended to address is a "new form of piracy on the Internet caused by acts of 'cybersquatting,' which refers to the deliberate, bad-faith, and abusive registration of Internet domain names in violation of the rights of trademark owners."
