Abstract: This report summarizes recent actions to implement the Government Performance and Results Act, P.L. 103-62 (107 Stat. 285). The General Accounting Office and congressional groups have assessed how agencies have implemented the law. Critiques of strategic plans cited failure to articulate results-oriented goals, proposals to use nonvalidated and nonverifiable data, and failure to link goals to day-to-day activities.
