Hornbeck, Specialist in International Trade and Finance Abstract: Congress responded to adjustment problems created by increased trade liberalization by authorizing three trade adjustment assistance (TAA) programs to assist workers, firms, and farmers. This report discusses the TAA program for firms, which provides technical assistance to trade-affected firms to help them develop strategies to remain competitive in an increasingly challenging international economy.
