Abstract: Several bills to impose a federal ban on surcharges have been introduced since the ban was repealed but no further action was taken. Congress did include ATM fee disclosure provisions in P.L. 106-102. The issue of imposing a federal ban on surcharge fees has resurfaced in the 107th Congress.
