Number: RS20099 Title: Former Speakers of the House: Office Allowances, Franking Privileges, and Staff Assistance Authors: Matthew E. Glassman, Government and Finance Division Abstract: Research suggests that allowances were first made available to former Speakers of the House in 1959. A package of allowances was extended to former Speakers in 1974. Currently, the statutorily authorized allowances are available to former Speakers for office space and furnishings, office operations, franked mail, and staff assistance. Use of these allowances is limited to five years, beginning the day of expiration of a Speaker's tenure as a Representative. Allowances are to be used solely for the administration and conclusion of matters relating to service as a Representative and Speaker of the House. Pages: 6 Date: August 28, 2007
