Abstract: This report examines the ETS and Title IV sulfur dioxide cap-and-trade program, with a focus on the market activity and the current regulatory overlay. From that discussion, observations are drawn about implications for regulating a future greenhouse gas trading scheme in the United States. No current U.S. cap-andtrade proposal has specific provisions with respect to carbon allowance financial instruments or who would regulate such a market or its participants.
