Number: RL34380 Title: The Executive Schedule IV Pay Cap on General Schedule Compensation Authors: Curtis W. Copeland, Government and Finance Division Abstract: This report provides information on the effect of the EX-IV pay cap on pay for GS employees; and discusses the potential implications of the pay cap on salaries, pensions, and the ability of agencies to recruit and retain staff. The report also provides some background information on the GS and Executive Schedule pay systems and the annual pay adjustment processes in those systems. Finally, it notes the introduction of H.R. 5439, the "Civil Service Reform Commission Act of 2008," which would establish a commission to study, among other things, the federal compensation system; and the enactment of legislation (P.L. 110-323) that changed the pay cap for employees of the Government Accountability Office to EX-III ($158,500 for 2008).
