Cook, Foreign Affairs, Defense, and Trade Division Abstract: This report tracks foreign aid funding levels to Latin America and the Caribbean over the last three years. The annual State Department, Foreign Operations, and Related Programs Appropriations bills are the vehicles by which Congress funds foreign assistance programs. Congress completed action on FY2008 funding in a Consolidated Appropriations Act, Division J (H.R. 2764) passed the week of December 17, 2007. Congress will likely continue to take interest in a number of related issues, including the level of aid, the effectiveness of counternarcotics assistance, and how best to address the spread of HIV/AIDS, and address poverty in the region.
