EISA was signed by President Bush on December 19, 2007, after passing the on House December 6, 2007, and the Senate on December 13, 2007. H.R. 3221 (the New Direction for Energy Independence, National Security, and Consumer Protection Act and the Renewable Energy and Energy Conservation Tax Act of 2007) was approved by the House on August 4, 2007. The Senate approved its version of H.R. 6 (the Renewable Fuels, Consumer Protection, and Energy Efficiency Act of 2007) on June 21, 2007. EISA and the House and Senate bills cover a wide range of energy topics including biofuels, electricity generation, energy efficiency, carbon capture and storage, and oil and gas royalties.
