Abstract: The emergency supplemental appropriations act for FY2007 (P.L. 110-28), enacted on May 25, 2007, included provisions permitting the cancellation of the $1.3 billion in special community disaster loans (CDLs) approved by the Federal Emergency Management Agency (FEMA) under two laws enacted during the 109th Congress in the aftermath of Hurricanes Katrina and Rita.
