Abstract: This report is intended to provide a quick reference chart and short analysis comparing the lobbying reform provisions in S. 1, 110th Congress, as passed by the Senate, with the lobbying reform legislation reported in the House, H.R. 2316, 110th Congress. The chart examines and analyzes the provisions of the bills in question as they relate to the general area of lobbying and lobbying disclosure, and with regard to post-employment lobbying restrictions on Members of Congress and congressional staff.
