The report begins with a description of the program. Next, the report describes some characteristics of lower-skilled U.S. workers with whom many H-2C guest workers may compete. The report then examines some potential labor market effects of an increased supply of lower-skilled foreign workers on competing U.S. workers (i.e., workers in the United States who have similar skills as H-2C workers). Finally, the report examines some possible effects of a provision in S. 2611 that would prevent employers from hiring H-2C workers if the area unemployment rate for unskilled workers averages more than 9% for the previous six months.
