Abstract: This report discusses some of the major procedural features and historical precedents associated with the consideration of annual appropriations acts at the end of a Congress, including the use of continuing resolutions, omnibus appropriations acts, the enforcement of discretionary spending levels (including the use of across-the-board spending cuts), and the consideration of annual appropriations acts in previous lame duck sessions.
