Apling, Domestic Social Policy Division Abstract: This report examines the state grant formula authorized by Perkins IV. It begins with a discussion of how the amount of funds available for state grants is calculated and how FY2006 grants were determined under Perkins III. This is followed by a detailed analysis of how the formula works when appropriations are equal to or below the FY2006 amount - both the House Committee on Appropriations (H.R. 5647; H.Rept. 109-515) and the Senate Committee on Appropriations (S. 3708; S.Rept. 109-287) have reported FY2007 appropriations bills that would provide level funding to the state grant program, at $1,182,388,000. The third part of the report analyzes the state grant formula that will be applied if appropriations exceed the FY2006 amount.
