The primary emphasis is placed on discussing the provisions of the law that outline the roles and responsibilities of participating postsecondary institutions, guaranty agencies, private lenders, and ED contractors. A companion report, titled RL33673, Federal Family Education Loan Program and William D. Ford Direct Loan Program Student Loans: Terms and Conditions for Borrowers, has been prepared to discuss provisions related to borrower eligibility, loan terms and conditions, borrower repayment relief, and loan default and its consequences for borrowers. Both reports provide background information on the FFEL and DL programs. This report provides updated information through August 2006, and includes information on the HEA amendments enacted in P.L. 109-171, the Higher Education Reconciliation Act (HERA).
