Kaufman, Domestic Social Policy Division Abstract: Both H.R. 5293 and S. 3570 make changes to the Title V community service employment program, but take different approaches. The House bill proposals are wider in scope than those in the Senate committee's bill, and many of its proposed changes emanate from the view that the program should place more emphasis on training of participants for unsubsidized employment than what exists under the current program. S. 3570 would authorize new elder justice grant programs and a national study on the incidence of elder abuse, neglect, and exploitation. It would also require the Administration on Aging (AoA) to set up a method to collect national uniform data on elder abuse, neglect, and exploitation.
