Abstract: During the last three Congresses, Amtrak policy was stalemated and no consensus could be reached on what kind of passenger rail system to fund. Congress failed to endorse Amtrak's strategy of maintaining its full current network while restoring its infrastructure to a state of good repair. In the 109th Congress, the Administration and Amtrak had presented proposals for "reform."
