Abstract: Members of the 109th Congress are considering legislation - H.R. 4973, the Flood Insurance Reform and Modernization Act of 2006, and a comparable Senate bill that does not yet have a number - intended to enhance NFIP effectiveness of and limit taxpayer liability for claims. This report provides an overview of the flood insurance reform issue and summarizes and provides a side-by-side comparison of H.R. 4973 and the comparable Senate Committee bill.
