Abstract: This report provides a history of the disposal of chemical weapons in the ocean by the U.S. Armed Forces, discusses potential risks to human health and the marine environment, reviews findings of relevant scientific studies of risks from the disposal of chemical weapons off the coasts of Europe and Russia, analyzes factors that determine the feasibility of responding to potential risks, identifies possible response authorities in existing federal law, and examines historical review, scientific research, and monitoring requirements in Section 314 of the John Warner National Defense Authorization Act for FY2007 (P.L. 109-364, H.R. 5122).
