Abstract: This report provides background information on earmarks and a discussion of the earmark reform proposals in Senate-passed S. 2349 and House-passed H.R. 4975. A summary of congressional action on these two measures is included. Analysis and comparison of the earmark reform provisions in the Senate bill and House amendment are also provided.
