Abstract: This report summarizes the provisions and implementation status to date of several major NCLBA requirements as they relate to specific NCLBA programs, and it examines some of the implementation issues that have arisen as a consequence of these requirements. This report is divided by topic into eleven sections, following the sequential order (to the extent feasible) of NCLBA provisions. Although the report may be read in its entirety, each section is written to stand alone to assist readers who may elect to read only about topics of particular interest. Selected issues raised in each section are highlighted in the following synopsis.
