Apling, Domestic Social Policy Division; Nancy Lee Jones, American Law Division Abstract: In the 2004 reauthorization of IDEA, Congress made changes to the requirements for providing services for parentally placed children with disabilities.2 Arguably one of the most significant changes was to alter which LEA is responsible for providing services: from the LEA in which the student lives to the LEA in which the student's private school is located. This report examines possible issues related to this policy change. It will use the term the LEA of residence when referring to the LEA previously responsible for providing IDEA services for parentally placed children and the LEA of enrollment for the LEA that is responsible for services under current law.
