Number: RL33286 Title: The Federal Railroad Administration's Train Horn Rule Authors: David Randall Peterman, Resources, Science, and Industry Division Abstract: In writing the Rule, FRA attempted to balance safety (the reduction in risk of accidents and injuries from having trains sound horns at each grade crossing) with the quality of life of the millions of citizens living near train tracks who are disturbed by train horns. The House Transportation and Infrastructure Committee's Subcommittee on Railroads held a hearing on rail grade crossing safety at which the Rule was examined on July 21, 2005. At that hearing Subcommittee members questioned the effective date of the Rule and the effectiveness of sounding train horns as a grade crossing safety measure, among other issues.
