Abstract: This report provides background information on the early stages of the implementation of the Medicare Part D outpatient prescription drug program. Because of recent challenges, the main focus of this report is the operational procedures and issues relating to the transition of full benefit dual eligibles from Medicaid to Medicare. This report describes certain policies and implementation issues related to those who are not dually eligible; however, a full discussion is outside the focus of this report.
