The main congressional concerns expressed regarding the Donors Conference strategy are the rate at which funds are being disbursed and the effectiveness of the aid being provided. Both donors and the interim Haitian government share responsibility for the initially slow disbursement of funds. Disbursement has increased, but Haiti's capacity to absorb funds, donors' concerns over transparency of government spending, and political instability continue to pose obstacles to the execution of the ICF programs.
