Abstract: This report examines the new SES pay system, and includes a comparison between the new system and the previous system and an explanation of the caps on aggregate compensation. An overview of the certification process and a discussion of policy issues follows. Appendix B contains four sets of guidelines developed by different parties that are intended to describe key principles and activities necessary for the establishment and operation of an effective, credible payfor- performance system.
