Morrissey, Knowledge Services Group Abstract: Congress is considering legislation to establish a single permanent authority for NOAA, which is currently authorized by over 200 individual laws. Proponents of a single authority, or a NOAA organic act, have suggested that dedicated emergency funds, in addition to annual appropriations, could help NOAA respond more effectively to terrorist acts and other disasters without impeding its operations or interrupting scientific research activities.
