The House passed H.R. 3199 on July 21, 2005, 151 Cong.Rec. H6307. The Senate passed S. 1389 on July 29, 2005, 151 Cong.Rec. S9559-562. The bills differ. This is a brief description of what they say and how they differ. It builds upon and borrows from earlier reports.
